Summary

Most Commission decisions need the Federal Cochairman's yes and a majority of the state members, excluding states that are delinquent under section 14306(d). The Federal Cochairman must consult federal agencies as practicable. Policy or plan approvals, Code changes, fund allocations among States, and county distress or strength designations require a quorum of state members. Project and grant approvals are the Commission’s job and must follow section 14322.
