Each year the Appalachian Regional Commission reviews and approves state and regional development plans, strategy statements, and any multistate subregional plans. People who want a grant must apply through their state's Commission member. The state member checks and certifies the application, and the Federal Cochairman must agree. Approval requires four things: the project follows the approved state plan, is in the approved strategy, will be properly run and kept up, and meets the subtitle’s assistance rules. The state member’s certification plus the Cochairman’s yes counts as the required affirmative vote for Commission decisions.
