The subtitle gives plain meanings for key words used later. Commission means the Commission or Authority created under section 15301. Local development district means either an economic development district that existed on the date this law was passed and is in the region, or, if none exists, an organization that includes broad community participation, is run by a policy board with at least a simple majority of members who are elected officials or appointed designees/employees of general-purpose local governments, is certified by the Governor to have authority for economic development of counties or parts of counties in the region, and has not been found by the Federal Cochairperson to have misused federal grant funds or to have named an officer who was an officer of another entity that misused such funds. Federal grant program means a federal program that provides grants for economic and community development. Indian tribe has the meaning in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450b). Nonprofit entity means an organization meeting the tax rules of 501(c) and exempt under 501(a) that was formed for economic development. Region means the area covered by a Commission as described in subchapter II of chapter 157.
