The Commission, with the Federal Cochair’s approval, can use money from this subtitle to help States and local areas that cannot get full federal grants because they lack required matching funds or because the federal program has no enough money for the project. The Commission may pay all or part of the federal share, and it may raise the federal share above the usual limit set in the grant law. Before these funds are used, the federal official in charge of the grant must certify the project meets the grant law’s requirements and would be eligible if funds were available. These amounts can be used even if other laws limit which areas can get help or how much was authorized. The federal share may not exceed 80 percent, and Section 15501(d) on Commission limits also applies.
