The Administrator of General Services must, as much as possible, buy and install lighting that is the most cost-effective over its full life and uses the least energy. "Administrator" means the Administrator of General Services. "Lighting system" means the parts needed to keep a certain light level, like lamps, fixtures, controls, sensors, interior design, and daylighting. After the BRIGHT Act became law, purchases of whole lighting systems or individual parts must aim to maximize life-cycle cost savings and energy efficiency. When replacing parts during normal maintenance, the Administrator must swap them for the most life-cycle cost effective and energy efficient options available. The Administrator must also consider contracting choices and factors like compatibility with current equipment (including retrofit costs), possible effects on work, appearance, and other relevant issues. The life-cycle cost test must follow the rules in section 544(a) of the National Energy Conservation Policy Act (42 U.S.C. 8254(a)). A lighting product counts as energy efficient if it is Energy Star certified (section 324A, 42 U.S.C. 6294a); or if an LED meets Department of Energy efficacy and CRI rules and is verified by an approved independent lab using Illuminating Engineering Society procedures even without Energy Star; or if the Administrator and the Secretary of Energy agree it is efficient. The EPA Administrator and the Secretary of Energy must prioritize creating Energy Star or Federal Energy Management Program criteria for more lighting types. The Administrator must make guidelines for mercury-containing energy-efficient lights in child care areas of public buildings. All purchases under this rule must follow the Buy American Act (41 U.S.C. 10c et seq.).
