Public building restrooms must have baby changing facilities that are safe, clean, and appropriate, and they can be adjusted for people with disabilities as required by the Americans with Disabilities Act (42 U.S.C. 12101 et seq.). The rule does not apply if the restroom is not open to the public; if clear signs show another changing table on the same floor; if installing one would require new construction that is not feasible because of cost; or to buildings not covered by alteration rules in section 3307. A baby changing facility means a table or similar device for changing diapers of a child age 3 or under. A public building means the kind defined in section 3301 and managed by the General Services Administration’s Public Building Service.
