Summary

The Mayor of the District of Columbia is the main planner for the city. The Mayor must coordinate city planning and make and carry out the parts of the National Capital’s comprehensive plan that apply to the District. That work covers things like land use, redevelopment, multi-year public works, and other physical, social, economic, transportation, and population issues. The Mayor’s planning power does not cover federal or international projects if the National Capital Planning Commission says they are federal or international, and it does not cover the United States Capitol Buildings and Grounds, any additions to them, or buildings and grounds managed by the Architect of the Capitol. The Mayor must also set up ways for citizens to take part in planning. The Mayor must talk with any state or local government or planning agency in the National Capital region that would be affected by the District’s comprehensive plan or any changes to it.
