Creates a Chief Acquisition Officers Council in the executive branch. Members include the Office of Management and Budget’s Deputy Director for Management, the Administrator, the Under Secretary of Defense for Acquisition and Sustainment, each agency’s chief acquisition officer required under section 1702 and each military department’s senior procurement executive, plus other senior agency officials chosen by agency heads with the Council chair. The OMB Deputy Director for Management is the Chair. The Council picks a Vice Chair from its members for one-year terms; a person can serve more than once. The Administrator leads the Council’s work for the Chair. The Administrator of General Services must provide administrative and other support.
