An earlier plan (proposal EC–1022, 100th Congress) to put a monitored retrievable storage facility at the Clinch River site in Roane County, Oak Ridge, Tennessee, and the alternate Oak Ridge Reservation and Hartsville powerplant sites, is canceled and revoked. When carrying out sections 10164 and 10165, the Secretary must not assume or favor those sites just because they were chosen before. The Secretary may choose a site, build, and operate one monitored retrievable storage facility, but only under the rules in sections 10163 through 10169.
