Within 30 months after finishing the site-identification work under section 10193, the Secretary may finish evaluating three candidate sites and pick one for expanded siting research and the activities under section 10198. The Secretary may do preconstruction work for the chosen site. After that 30-month period, the Secretary may also evaluate more sites for the test and evaluation facility under section 10222(d) using the same steps. No later than 6 months after the site-identification is done, and before starting siting research, the Secretary must hold at least one public meeting near each site to explain the planned work and hear local residents’ views. Except for the test and evaluation facility covered by section 10198, siting research must use the smallest amount of high-level radioactive waste or other radioactive material needed for the tests. Any radioactive material placed on a site must be fully retrievable, and the Secretary must remove it as soon as practicable when the research ends. The Secretary may take legal title, in the name of the Federal Government, to material put in a test and evaluation facility. If the Secretary does that, the Secretary must make the financial arrangements for disposal described in subsection (a) or (b) of section 10222.
