The Secretary of Labor must create and keep a long-term research program to study how the unemployment compensation system works. The studies must look at many topics, such as how benefits act under different jobless patterns (including seasonal work), how unemployment pay connects with other social insurance, how state rules on who qualifies or is disqualified matter, and the personal, family, and job histories of claimants. The results must be shared with the public. The Secretary must also run research on what would happen if groups that are now excluded were included, with first attention to agricultural labor. Up to $8,000,000 may be provided for the fiscal year ending June 30, 1971, and for each fiscal year after that to pay for this work. The Secretary can fund the studies by grants or contracts.
