Anyone — a government agency, group, school, or person — who wants a grant or contract under this program must send an application to the Secretary at the time and in the way the Secretary requires, with whatever information the Secretary asks for. The application must describe the project and which program goals it will meet, say the applicant will run or supervise it, explain how it will be managed and reviewed, promise regular reports to the Secretary, and show money controls and accounting to protect and track the funds.
