The National Civilian Community Corps must run service projects that meet clear public needs, especially work that improves infrastructure, saves energy, and helps cities and rural areas. Projects must give real benefits to communities, help members learn and build skills, encourage diverse teams to work together when possible, and include ongoing technical training. When the program starts, several federal agencies (Agriculture, Interior, Housing and Urban Development, EPA, FEMA, Energy, Transportation, and the Forest Service) must prepare project proposals under the Director’s guidance. Other public or private groups, local community reps, and Corps members can also suggest projects. Proposals must be developed after consulting the Corporation, local communities, State Commissions, and youth service programs. Each campus director chooses projects for their campus and is urged to make local agreements that may include cost-sharing and in-kind support.
