Creates an Urban Youth Corps run by the Departments of Housing and Urban Development and Transportation to hire young people to repair, reclaim, and beautify public housing, roads, transit, and similar urban facilities in high-poverty areas. The Corps enrolls people ages 16–25 who meet the rules in section 139(b) of the National and Community Service Act of 1990. The Secretaries can hire participants outside normal federal hiring rules and may give preference to those who are economically, physically, or educationally disadvantaged. The Corps can work with qualified local or nonprofit programs, and the Secretary of Transportation may give grants to States to start or support teams that work on transportation projects. Projects should be labor‑intensive, quick to begin, give long‑term public benefit, teach work and service values, and offer education or training. Participants get a living allowance up to the maximum in section 140(a)(3) of the National and Community Service Act, must serve a term set under section 139(b), and can earn a national service education award under subtitle D; lenders must consider loan forbearance under 20 U.S.C. 1078 during service. Nondisplacement rules in section 177 apply. Defined terms: “appropriate service project” — repair or beautification projects for urban public housing, public works, or transportation; “Corps/Urban Youth Corps” — the program created in HUD and DOT; “qualified urban youth corps” — state, local, or nonprofit programs that provide full‑time work, skills, education, and community service for youth; “Secretary” — the HUD or Transportation Secretary; “State” — each U.S. State and listed territories. The Secretaries may pay up to 75% of a project’s costs; the remaining 25% must come from nonfederal sources (money or in‑kind). They may accept donations and may apply for assistance under section 121(b) of the National and Community Service Act.
