Defines key words used in the chapter. Administrator means the EPA Administrator. Agency means the Environmental Protection Agency (EPA). Toxic chemical means any substance on the list in section 11023(c) of this title. Release means whatever "release" is defined as in section 11049(8) of this title. Source reduction means practices that cut the amount of hazardous substances or pollutants released into the environment before recycling, treatment, or disposal and that lower health and environmental risks; it does not include changing a substance by a process that is not essential to making a product or providing a service. Multi-media means water, air, and land. SIC codes means the 2-digit numbers used to classify industries in the Standard Industrial Classification Manual.
