The President must appoint the Administrator of the Centers for Medicare & Medicaid Services, and the Senate must confirm that appointment. The Centers for Medicare & Medicaid Services must have a Chief Actuary who reports directly to the Administrator. The Chief Actuary must be chosen for strong education and experience in actuarial science, must follow professional standards and actuarial independence, and can be removed only for a good reason. The Chief Actuary is paid at the highest basic pay rate for the Senior Executive Service under section 5382(b) of title 5. The Chief Actuary’s office must also include an actuary who works only on the programs in parts C and D of subchapter XVIII and related parts of that subchapter.
