Federal Trade Commission must, with the Secretary, the EPA Administrator, and the Secretary of Transportation, publish a proposed rule within 18 months after October 24, 1992, to create uniform labels for alternative fuels and vehicles that use them. The labels must be simple, give clear cost and benefit information so consumers can compare choices, and may be combined with other consumer labels. The FTC must consider time, cost, how often information changes, and get input from industry, consumer groups, and federal and state agencies. A final rule must follow within 1 year after the proposal and be updated periodically. The Secretary must provide technical help to the FTC and coordinate this work with activities under section 13231 of this title.
