The Secretary of Commerce must, as a member of the interagency working group, build a database and information system using the National Trade Data Bank and the Department’s Commercial Information Management System. It must show what energy technologies foreign countries need and how competitive different renewable energy and energy-efficiency products are. The Secretary must share the information with businesses, lenders, NGOs, host-country and donor officials, and others as needed. The Secretary must also send Congress a report by June 1, 1993, and every two years after that, covering foreign energy needs; a list of U.S. technologies and services; the status of programs that promote U.S. exports; and an evaluation with recommendations for programs to boost efficiency and local renewables to reduce greenhouse gases.
