Requires the federal government to help U.S. renewable energy companies find new markets at home and abroad and to coordinate its own programs to do that. Before the later of 6 months after July 18, 1984, and May 31, 1985, the government must evaluate the technical and commercial status of the domestic renewable energy industry in domestic and foreign markets, review what federal activities affect that trade and how they are coordinated, and identify where the industry needs improvement to sell more worldwide. Based on that review, the Secretary of Commerce must set up a program, consistent with law, to boost trade in renewable energy technologies. That program must expand industry participation, promote U.S. firms worldwide, get the industry involved in international standards, and run an information effort that provides technical details and export and export-financing information to officials, users, and potential buyers. Money to carry out the program must be requested for fiscal years starting after September 30, 1984. Creates an interagency working group, with subgroups for Renewable Energy and for Energy Efficiency, to coordinate federal export efforts, consult industry, and inform foreign countries about policies that support energy efficiency and renewable energy. The Energy Secretary chairs the group; USAID and Commerce participate; staff are provided by the Energy Department. The subgroups must promote renewable and efficiency technologies abroad (including hybrid systems), help U.S. firms—especially small businesses—export and find projects, provide training and technical help to development personnel and loan officers, support nonprofits and private-sector commercialization, and fund pre-feasibility and feasibility studies. The group must study foreign subsidies, incentives, and trade barriers and report results to the relevant House and Senate committees within 18 months after October 24, 1992. The group must also make a plan to increase U.S. exports, recommend export-financing guidelines and priority markets, and include that plan in the required reports. Funds necessary to carry out these duties are authorized until spent.
