Projects funded under section 13572(a)(2) must use technologies that follow the federal and state clean-air rules that apply to the facility, or use equipment or processes that do better than those rules by being more efficient or cleaner. The Secretary must give priority to projects that make big air-quality improvements in places that do not meet air standards or that sharply cut major regulated pollutants and mercury, projects that reduce more than one pollutant, and projects that let waste byproducts be reused. Authorized funding: $300,000,000 for FY2007; $100,000,000 for FY2008; $40,000,000 for FY2009; $30,000,000 for FY2010; and $30,000,000 for FY2011. Having a funded project does not by itself prove the technology meets the Clean Air Act tests for being adequately demonstrated or achievable.
