The Secretary can give grants to owners of certain federally assisted housing projects named in the law. Grants must pay to hire or keep one or more service coordinators to arrange services for residents who are elderly families or disabled families (as the law defines those terms). A paid coordinator may also help low-income elderly or disabled people living nearby. The Secretary must set the application form and the rules for picking grant winners. If a project does not get a grant, the cost of service coordinators and up to 15% of service costs can count as an allowed project expense only if the project’s rent and other income cover those costs.
