Defines key words used in this title. "Elderly family," "disabled family," and "near-elderly family" use the meanings in 42 U.S.C. 1437a(b)(3). "Federally assisted housing" and "project" cover eight specific kinds of federally supported housing, including public housing and project-based Section 8, housing assisted under 12 U.S.C. 1701q (both current and as it existed before Nov. 28, 1990), housing tied to loans insured under 12 U.S.C. 1715l(d)(3) with interest rules in 1715l(d)(5), housing under 12 U.S.C. 1715z–1, housing built or largely rehabbed under the old 42 U.S.C. 1437f(b)(2) rules (before Oct. 1, 1983), and housing assisted under section 8013 of this title. "Housing assistance" means the money or help given for those homes (grants, loans, mortgage insurance, rental help, and related aid from the Secretary). "Owner" means the person or entity that can legally rent or sublease units, including co-ops and public housing agencies. "Secretary" means the Secretary of Housing and Urban Development.
