Gives money to States so they can start or expand health help for uninsured, low-income children in a way that works with other child coverage. Except for the rural health transformation program, the help must mainly pay for either coverage that meets the rules in section 1397cc or for benefits under the State’s Medicaid plan (subchapter XIX). A State must send a plan to the Secretary under section 1397ff explaining how it will use the funds and must get that plan approved to get payments. The law creates federal budget authority to pay States under section 1397dd. States cannot be paid for child coverage that began before October 1, 1997.
