Title 42 › Chapter CHAPTER 138— - ASSISTED SUICIDE FUNDING RESTRICTION › § 14402
Federal money for health care must not be used to cause or help cause a person’s death. That includes paying for services like assisted suicide, euthanasia, or any expense for those services. Federal funds also cannot pay for health coverage that would cover those services. The rule does not stop doctors or hospitals from stopping medical treatment or stopping food and fluids, it does not change rules about abortion, and it does not stop giving medicine or care that eases pain even if that care might make death more likely, as long as the care is not meant to cause death. The rule applies to care given in federal hospitals or clinics and to doctors and staff who are federal employees. It covers money used under major federal health laws, such as Medicare (Title XVIII), Medicaid (Title XIX), Titles XX and V, the Public Health Service Act, the Indian Health Care Improvement Act, and certain federal health programs under Titles 5, 10, and 38 and other listed statutes. The law can also apply beyond just the programs and facilities named.
