Provides grants, contracts, and cooperative agreements for national projects that help people with developmental disabilities fully join and take part in all parts of community life. It also supports making national and State policies that promote self-determination, independence, productivity, integration, and inclusion, with support from families, guardians, advocates, and communities. Support comes through family support, collecting and using data, technical help to programs funded under Parts B and D (subject to the limits in sections 15029(b), 15066(a)(3), and 15083(c)), and other larger projects that can expand or improve opportunities. Examples include help with information and referral systems, support for self-advocacy groups, policymaker education, federal interagency work, increasing minority participation, youth transition to adult life (jobs, college, and assistive technology), quality assurance and training, aging needs, access to community services and economic development, more living options, addressing challenging behaviors with positive alternatives to restraints and seclusion, and other emerging needs.
