The Secretary of Defense or someone he names can run housing bought under this law and assign units to military and civilian workers and their families. Money from quarters allowances, allotments, and rent paid by civilians can be used to pay the mortgage company's principal, interest, and related debts, but not upkeep or operating costs. Those payments must average no more than $90 a month per unit and cannot exceed $21,000,000 a month in total; for the Coast Guard the total is capped at $90,000 a month.
