Within 1 year after money is made available under this part, and every two years after that, the Administrator must send Congress a report that reviews how the programs are working. The report must say how many grant applications were received; list each grant, rebate, and loan and its amount; describe each project and the rules used to pick recipients; show actual and estimated air quality and diesel fuel savings and the programs’ cost-effectiveness and cost–benefit; note problems projects faced; include any other information the Administrator thinks is needed; and, in the last report before January 1, 2016, analyze whether the program should continue, estimate how many vehicles and engines could benefit from retrofits, and describe the number and types of applications that were not granted in the previous year.
