The Secretary must send Congress one coordinated plan no later than 6 months after August 8, 2005. The plan covers the programs in this part of the law and any other Department programs directly related to fuel cells or hydrogen. The plan must lay out a 5-year agenda (including each listed activity), say what kinds of groups will carry out the work and their roles, list milestones to measure progress, identify the biggest technical and nontechnical barriers and how the programs will deal with them, and state the policy assumptions, including any assumptions that would affect hydrogen sources or the marketability of hydrogen products.
