Creates a Hydrogen Technical and Fuel Cell Advisory Committee to advise the Secretary about the programs and work under this subchapter. It must have between 12 and 25 members chosen by the Secretary to represent U.S. industry, universities, professional groups, government agencies and labs, past advisory panels, and financial, environmental, and similar organizations. Members serve up to 3 years, may be reappointed, and terms can be staggered for continuity. The members pick a chair. The committee reviews and makes recommendations on program implementation, the safety, economic, and environmental effects of hydrogen and fuel cell technologies (production, distribution, delivery, storage, and use), and the plan under section 16153. The Secretary must consider the committee’s recommendations but does not have to accept them. Every two years the Secretary must send Congress a report listing the committee’s recommendations since the last report, saying how they were or will be handled or why they will not be, and send that report with the President’s budget proposal. The Secretary must provide the resources the committee needs to do its work.
