The Secretary of Energy must run research, development, demonstration, and commercial programs for fossil fuels. The goal is to make fossil energy production, conversion, and use more efficient, cheaper, and better for the environment. The programs must cover 12 main objectives, including higher energy efficiency, lower costs, more diverse energy supplies, less reliance on foreign energy, better energy security, cutting environmental harms (like CO2 and heavy metals), boosting exports of related U.S. technology and services, lowering the cost of pollution controls, sharply reducing greenhouse gas emissions, developing carbon removal and reuse technologies (including direct air capture and storage), improving how carbon oxides are handled, and using less water and causing less damage when developing unconventional oil and gas. The Secretary must give priority to work that can significantly cut emissions for the objectives listed above and meet U.S. international commitments. Funds are authorized as follows: $611,000,000 for fiscal year 2007, $626,000,000 for fiscal year 2008, and $641,000,000 for fiscal year 2009. Specific authorizations from those totals include section 16292 work: $367,000,000 (2007), $376,000,000 (2008), $394,000,000 (2009); section 16294 work: $20,000,000 (2007), $25,000,000 (2008), $30,000,000 (2009); section 16296 work: $1,500,000 (2007) and $450,000 (2008 and 2009); and the Office of Arctic Energy: $25,000,000 for each of fiscal years 2007–2009 and an additional $25,000,000 for each of fiscal years 2010–2012. None of these funds may be used for Fossil Energy Environmental Restoration or Import/Export Authorization. At least 20 percent of the funds under the section 16294 authorization must go to research and development at colleges and universities.
