Creates a program run by the Federal Director and the Commercial Director to test and study green building features. Each year from fiscal 2009 through 2014 there must be one demonstration project in a Federal building. Those projects must include instruments, monitoring, and data collection to study energy use and operating costs, and they must reach the highest rating under the designated green-building rating system. The Commercial Director must pick at least four university projects, one in each of four U.S. climate regions (hot dry, hot humid, cold, and temperate). The selected universities must have strong research partnerships, the ability to build or renovate to high indoor-quality standards, flexible organization and technology, the ability to share lessons with other schools, campus-wide green-building rules at least at one school, and recognized leadership in sustainability education. The program also funds demonstrations in different types of commercial buildings and activities to spread and encourage tools, practices, and policies for zero-net-energy or very low-energy commercial buildings and good energy monitoring. To get a grant, applicants must apply when and how the Directors require and promise to pay workers at least the local prevailing wages during construction. The Federal and Commercial Directors must report to the Secretary on project status no later than one year after December 19, 2007 and every year after until September 30, 2014; each participating university must also report. Congress authorized $10,000,000 for the Federal building projects and $10,000,000 for the university projects for fiscal years 2008 through 2012, available until spent.
