The Secretary may give grants to eligible applicants to buy or improve land and buildings for public works, public services, development projects, and for better waste management and recycling. Grants can also pay for planning, design, construction, repair, expansion, resilience upgrades, and related machinery and equipment. A grant can be approved only if the Secretary finds the project will help attract or keep businesses, create long-term jobs, or mainly help the long-term unemployed and low-income families; fills an important local need; and fits the area’s comprehensive economic development plan. The Secretary may also consider benefits like economic diversification, protection from extreme weather, help for very rural areas, more broadband, outdoor recreation, regional job impact, tourism, or blue-economy work. No more than 15 percent of the program’s money may be spent in any one State.
