If a Foundation program asks for preproposals and limits how many one school can send, the Director must let any preproposal judged worthy by the Foundation’s merit review go on to a full proposal. The Board must study how limits on proposal submissions affect colleges and universities and decide if the limits are justified. By 1 year after August 9, 2007, the Board must report its findings and any recommended changes to the Committee on Science and Technology of the House of Representatives and to the Committee on Commerce, Science, and Transportation and the Committee on Health, Education, Labor, and Pensions of the Senate.
