The Director must run a pilot program that gives one-year grants to people so they can improve and resubmit research proposals the Foundation did not fund. To get a grant, a person must not have before been the lead researcher on a Foundation research grant and must have submitted a proposal the Foundation rated "excellent" (this can include proposals to the Research in Undergraduate Institutions program). Program officers will advise the Director on choices. Grants pay for work like new data or extra analysis so the proposal can be updated and resubmitted. The pilot uses the Small Grants for Exploratory Research program. Not later than 3 years after August 9, 2007, the Board must report how many new investigators were funded, the types of institutions, and the resubmission success rate to the Committee on Science and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation and the Committee on Health, Education, Labor, and Pensions of the Senate.
