Give competitive, merit-reviewed grants to colleges, nonprofit groups, or consortia to run summer or year-round research sites that serve at least 6 undergraduate STEM students at primarily undergraduate schools and at least 10 students at other sites. At each site, at least half the students must come from schools with limited research chances, including 2-year colleges. Grants must fund research across many STEM fields and support different kinds of projects (single-investigator, interdisciplinary, or multi-school, including virtual). Students must have mentors (including during the school year when possible), receive pay or stipends, and be tracked for employment and continued STEM enrollment through their degree and for at least 3 years after. Any research grant that will include 1 or more undergraduates in certificate, associate, or bachelor’s programs must ask for student support (like stipends) inside the main proposal, not later as a supplement, unless the student plans were not foreseeable when the proposal was first made.
