Create a committee under the National Science and Technology Council that must include the Office of Management and Budget and representatives from agencies with STEM education work (for example, NSF, DOE, NASA, NOAA, and the Department of Education). The committee must coordinate federal STEM education programs with each other and with OMB, promote teaching innovation and entrepreneurship, check for duplicate efforts, make a new 5-year STEM education plan every 5 years that sets goals, common measures, agency roles, and how success will be judged, keep a current list of federal STEM programs with results and participation rates for women, underrepresented minorities, and people in rural areas, work with the STEM Education Advisory Panel and other groups, review how agencies evaluate their programs, get feedback from States, and recommend reform, consolidation, or ending programs when needed. The Director must push agencies to carry out the 5-year plan and meet its goals. The Director must send Congress an annual report when the President sends the budget. The report must describe each agency’s STEM programs for the past and current years and the ones proposed in the budget, show funding levels for the past year and the budget request, note duplication or fragmentation, report progress on the plan (after the first report) and any program assessment results, explain how agencies will share resources with States and educators (including certain eligible schools), list consolidations and endings from the past year and why, give recommendations for the next year, describe any major new public‑private partnerships, report federal research investment in HBCUs, TCUs, and MSIs with participation data if possible, and describe major changes to implementation of section 10522 of the Research and Development, Competition, and Innovation Act.
