The Foundation must use a "broader impacts" review to show how projects support seven national goals: increasing U.S. economic competitiveness; improving public health and welfare; supporting national defense; strengthening academic–industry partnerships; building a globally competitive STEM workforce through better K–12 and college STEM education and teacher training; improving public science understanding and engagement; and increasing participation of women and underrepresented groups in STEM. Within 6 months after January 4, 2011, the Director must create and put into effect a policy on how to apply this review. The policy must train Foundation staff, review panels, and applicants; say that grant activities should use proven methods when possible and base new ideas on current research; allow some grant money to be used to evaluate impact; encourage colleges and nonprofits to offer training and programs to help investigators; and require lead researchers to show their institution’s support and available resources for the proposed broader impacts work.
