Congress says turning federally funded research into products can help people and the economy, and that nonprofits help by giving business and technical support. The Director of the Foundation must keep awarding grants, chosen by competition and quality review, to groups that work to move federally funded research toward practical use. Grants can pay for things like finding research with market potential; helping current or past Foundation researchers, colleges, and partner nonprofits do proof-of-concept work and build prototypes; creating lasting partnerships among funded institutions, industry, and others to speed tech transfer; building multi-discipline innovation networks; and giving training and mentoring in entrepreneurship, project management, and business development. Eligible applicants include colleges and universities, public or nonprofit technology-transfer organizations, nonprofits that partner with a college, and consortia of two or more of these. Any eligible group may apply as the lead and must send an application to the Director when, how, and with the information the Director requires.
