Creates a program for the Secretary to test clean energy projects on current and former mine land. Clean energy projects can use solar, micro-grids, geothermal, direct air capture, fossil power with carbon capture, energy storage (including pumped storage hydropower and compressed air), or advanced nuclear. "Economically distressed area" means an area in section 3161(a). "Mine land" means land under the Surface Mining Control and Reclamation Act or land claimed under the Mining Law of 1872. "Program" means this demonstration effort. The Secretary will pick no more than 5 projects in different regions, and at least 2 must be solar. Each project must show a technology that could be commercially viable on mine land. Projects are chosen to maximize jobs, cut greenhouse gas emissions, boost domestic job creation and local economies (especially distressed areas and displaced coal or manufacturing workers), encourage innovation and commercial use, lower energy costs and emissions, and finish quickly. The Secretary will work with the Interior, EPA, and Labor, consult mining claimholders or the Office of Surface Mining about compatibility and rights, consider rules to speed siting, provide help with transmission and grid connections, and has $500,000,000 authorized for fiscal years 2022 through 2026.
