Provides $200,000,000, set aside in fiscal year 2022 and available through September 30, 2031, to give states money to create and run programs that train and educate contractors who install home energy efficiency and electrification improvements. The training can cover work that would qualify for rebates under the HOMES rebate program or the high-efficiency electric home rebate program, and must be part of an approved state energy conservation plan under the State Energy Program. States may use the money to lower the cost of training workers, pay for testing and certification of trained contractors, and work with nonprofit groups to run the programs. No state may spend more than 10 percent of its grant on administrative costs for creating and running the program.
