By January 30 of every odd-numbered year, the Director must send a report at the same time to Congress, the Attorney General, the Director of the Office of Science and Technology Policy, the Chairman of the Equal Employment Opportunity Commission, the Director of the Office of Personnel Management, and the Secretaries of Labor, Education, and Health and Human Services. The report must show how men and women participate in science and engineering by sex, race, ethnic group, and field. It must include counts for permanent vs. temporary and full- vs. part-time jobs by level, average pay, types and numbers of promotions, how many serve as principal investigators on federal research, and the unemployment rate for people seeking these jobs. It must also assess how many women and minorities study science and engineering (including math and computer skills) at every education level. The Director may add other data and analyses, after advice from the Committee on Equal Opportunities in Science and Engineering, to carry out the Foundation’s work and related policies and programs.
