"Clean energy technology" means tech that cuts energy use or pollution and lowers environmental harm from making, moving, or using energy; "Department" means the Department of Energy; "Director" means the head of a National Laboratory or of a DOE single‑purpose research facility; "economically distressed area" is as defined in section 3161(a) of this title; "grant" means a grant, cooperative agreement, or other financial help the Secretary of Energy approves; "institution of higher education" is as defined in section 1001 of title 20; "National Laboratory" is as defined in section 15801 of this title; "Secretary" means the Secretary of Energy.
