Creates the Clean Energy Technology University Prize to give money to eligible groups so they can run regional and one national clean energy prize competition under section 3719 of title 15. Students will compete to create a business plan to help an innovative clean energy technology reach the market. The Secretary may pay for student training, including online training. Grants should be given first to groups that work with students at minority-serving institutions. The Secretary must work with other clean energy prize programs and may share best practices. Eligible entity = a nonprofit, an institution of higher education, or a group working with colleges. Minority-serving institution = an institution listed in section 1067q(a) of title 20. The Secretary must report each year under section 16391a and must send an evaluation of long-term outcomes to the Committee on Science, Space, and Technology of the House and the Committee on Energy and Natural Resources of the Senate. Up to $1,000,000 is authorized each year for fiscal years 2023 through 2027.
