The Commission may make contracts to supply fission products from its reactors for whatever time it thinks is needed. It can do this without following sections 1341, 1342, 1349–1351 and subchapter II of chapter 15 of title 31. The products can be provided for commercial use, either free or for a fee. The Commission may end any such contract if it pays the cancellation costs written in the contract. Congress money available to the Commission may be used to pay those costs. Before making a contract or changing one, the Commission must send the plan and background to the Energy Committees (the congressional energy committees) and wait 45 days while Congress is in session, skipping days when either House is adjourned more than three days. The Energy Committees can waive all or part of the 45‑day wait in writing.
