Defines the main words used in this part of the law. "The Community" means the European Atomic Energy Community (EURATOM). "The Commission" means the Atomic Energy Commission set up by the Atomic Energy Act of 1954. "Joint program" means the U.S.–Community cooperative effort under section 2153 to build nuclear powerplants with reactor types chosen by both sides, aiming for approximately 1,000,000 kilowatts by December 31, 1963, except that two reactors may be in operation by December 31, 1965. Other terms use the meanings given in section 2014 of this title.
