Offer government property first to anyone who has a legal priority to buy it. The Commission must send those people a notice that follows its rules, says what is for sale, and explains the sale terms and date. If the buyer lives in a single-family or duplex house, the offer must stay open at least 90 days. If no one has priority or those rights end, the property (except churches) is put up for sale to the highest bidder. The Commission can reject bids. No bid can be accepted below appraised value, and for government single-family or duplex houses no bid below 85 percent of appraised value is allowed. If the property does not sell within 90 days after the first ad, the Commission can sell it on whatever terms it thinks are appropriate. Church property whose priority rights ended can be sold by competitive bidding, by negotiated sale, or by other transfer on terms the Commission finds fair.
