When the Commission sells property under this chapter, the deeds must be kept simple. They may include warranties, title promises, indemnities, or other terms the Commission finds appropriate. For dormitories, apartments, or rental housing, the Commission may keep or get the right to choose some or all future occupants so its employees and contractors can have housing. Buyers and their successors may have to pay for municipal services at rates no higher than the local average. Late payments become a U.S. lien on the property, but that lien is not effective against mortgagees, purchasers, or judgment creditors until notice is filed under state law or, if the state has none, with the U.S. district court clerk. Transfers under sections 2321 and 2342 may carry use and health/safety rules that end one year after city incorporation or after June 30, 1966 for Los Alamos. Payments in place of taxes or local assessments must be fairly prorated.
