A grant for this program can only be given if the applicant agrees to several rules. No more than 5 percent of the grant can be used for admin work like accounting, reporting, and oversight. The grant must add to other money for treating lupus, not replace it. The applicant must follow any charge limits the Secretary sets for people getting services, and those limits can change based on a person’s finances. The grant cannot pay for services when payment has been or reasonably will be made by a State compensation program, an insurance policy, any Federal or State health benefits program, or by a prepaid health provider. Each site that gives services must post a clear notice telling people about any Federal rules on charges.
