The Secretary of Health and Human Services must give grants to set up, run, and coordinate cost‑effective systems that make sure people with lupus and their families get essential services. Grants can go only to public or nonprofit groups, such as state or local governments, hospitals, clinics, community health centers, hospices, migrant or homeless health centers, and similar organizations. When practical, projects should provide diagnosis and disease management. They may offer or improve outpatient, home‑based, and inpatient care management; case management and treatment; family support; and services like transportation, attendant or homemaker care, day or respite care, and help with financial or insurance counseling. The Secretary must try to link this program with other HHS grant programs, including the program under section 254b.
