The Secretary must have the National Cancer Institute director study why breast cancer death rates are higher in Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and the District of Columbia. The study can be done in a State only if that State agrees to help and provides registry data. The Secretary must make a plan in fiscal years 1993 and 1994, start the study by fiscal year 1994, and may collect data through fiscal year 1998.
